Act on Cause Number 45378 to protect future solar owners!
Dear Mr. Fine,
Vectren’s new excess distributed generation (EDG) tariff would make customer-owned solar energy unaffordable for most Vectren customers by reducing the bill credit new solar owners get for excess generation from the current retail rate of approximately 15 cents per kilowatt-hour (“kWh”) to just 3.183 cents per kWh, while also moving to an instantaneous netting period which effectively ensures more of the solar generation is credited at the new lower rate. Vectren’s new proposed EDG tariff will strangle competition and choice in their utility territory by reducing the ability of their customers to invest in rooftop solar. And, as the first case of its kind before the IURC, the outcome of Cause Number 45378 will set a precedent for other utilities around the state to follow—all of whom must make similar filing no later than March of next year. As a solar supporter, I’m asking the OUCC to please stand up for customer-owned solar by preserving a fair and reasonable credit for excess generation produced by Vectren solar customers. Vectren’s proposed EDG credit is not just unfair to future solar owners. It will also have a negative impact on everyone. Distributed generation like rooftop solar offers unique benefits to the energy system and the local economy. It can help make the energy system more secure and resilient by producing clean, renewable electricity close to where it’s actually used, improving air and water quality by displacing fossil fuels in the process. It can also lower overall system costs by reducing the need for investing in costly power plants and transmission infrastructure or buying expensive power on the market when demand is high. And rooftop solar also benefits the local economy by creating good-paying jobs in the fastest-growing part of the energy economy. If Vectren’s proposal is adopted by the IURC in its current form, this vibrant and growing sector of Indiana’s economy might not be able to recover. I hope the OUCC will stand up for customers like me by telling the IURC to reject the unfair new EDG tariff from Vectren!
