The Simplifying Outdoor Access to Recreation Act (SOAR Act) is a bipartisan bill that will improve the federal public lands permitting processes in order to allow for better, more streamlined, access to climbing on public lands in organized, group settings. This bill will be a huge win for outfitters and guides, which will, in turn, increase access to climbing for all people.
We need you to tell your Senators to support SOAR.
Over the past 6 years, the AAC, along with our partners at the Coalition for Outdoor Access (COA) and Outdoor Alliance (OA), has been working with lawmakers and stakeholders to create this impactful legislation. After years of stakeholder work, rewrites and edits, and congressional hearings, this bill is once again garnering the momentum it deserves.

Many climbers experience their first outdoor climbing experience on public lands through a guided excursion. Guided recreation experiences of this nature offer climbers new and experienced alike, the opportunity to participate in the sport in a safe environment that not only offers participants the ability to gain new skills but the ability to learn how to recreate responsibly and be conscientious visitors on public lands. These facilitated experiences are particularly valuable for helping to connect underserved or environmental justice communities who have historically been deprived of engaging in recreation opportunities on public lands.
