Governor Hochul promised a “Cap-and-Invest” program over two years ago as a key part of New York’s plan to cut emissions, reduce pollution, and invest in communities hit hardest by climate change. This program sets a limit on greenhouse gas emissions, requires polluters to pay for their pollution, and reinvests those funds into clean energy, lower utility bills, and healthier communities.
Instead of delivering results, the Governor announced at least another year of delays. This decision violates New York’s climate law, perpetuates pollution in disadvantaged communities, and increases costs for everyone.
