As of May 2019, 33 states have legalized medical or recreational marijuana use. So why hasn't the federal government?

Legalizing marijuana recreationally and medically has many benefits for the economy, individual citizens, and for criminal justice reform.
Marijuana has a wide range of medical properties, which can be very helpful to people and animals suffering from various ailments and illnesses. Marijuana is more effective and much less addictive than narcotics, making it a viable option for pain management.
