Thank Sens. Ernst & Gillibrand for Supporting Women Entrepreneurs

A bipartisan bill Senators Joni Ernst (R-IA) and Kirsten Gillibrand (D-NY) introduced in response to a WIPP report about women being shut out of government contracts has been approved by the Senate. 

WIPP's report found that major contracts leave women-owned small businesses out, as only a third of the contracts examined reserved tracks for women-owned small businesses.  

The bill (S. 1038) asks the Small Business Administration to conduct a comprehensive study on all socio-economic group participation, including women, in these contracts. This is an important step to ensure that all small businesses have equal access to contracts, increasing opportunities for women-owned small businesses.

Thank you for supporting Sens. Joni Ernst (R-IA) and Kirsten Gillibrand (D-NY) for spearheading the legislative effort to pass S. 1038, which is an important step to ensuring all small businesses have equal access to federal contracts. 

The bill, S. 1038, which has passed the Senate, asks the Small Business Administration (SBA) to conduct a comprehensive study on all socio-economic group participation, including women, service-disabled veteran-owned small businesses, and those participating in the 8(a) and Historically Underutilized Business Zones (HUBZone) programs in these contracts.

Sens. Ernst and Gillibrand introduced the bill in response to WIPP's report ,"Do Not Enter: Women Shut Out of the Government’s Largest Contracts." The report found that major contracts leave women-owned small businesses out, as only a third of the contracts examined reserved tracks for women-owned small businesses. However, the report also showed that when women were awarded contracts, they successfully competed for task orders.
