CA: SB 939 fails to advance in State Senate

Senate Bill 939, a COVID-19 commercial rent moratorium eviction bill sponsored by State Senator Scott Wiener (D-San Francisco) was kept "in suspense" by the California Senate Appropriations Committee, effectively shutting down the bill from any further action.

ICSC was responsible for call to action member alerts that generated more than 35,000 emails of opposition to California legislators.

This bill proposed sweeping changes to commercial leases in California and would have allowed withholding of rent for more than a year, shifting the financial burden from one business onto another and removing substantial basic contractual rights from those who happen to be in the business of leasing space.

ICSC remains watchful of attempts to revive the bill language while the California Legislature remains in session.
